The Deputy Assistant Administrator (DAA) for Strategy, Policy and Engagement (SP&E) reports to the political Assistant Administrator for Strategy, Policy, and Engagement and serves as a key management official responsible for coordination and production of TSA's strategic planning documents including the TSA Strategy, Administrator's Intent, Capital Investment Plan, and others as determined by the Administrator.

Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the following technical qualifications. 1. Knowledge of and senior level experience applying transportation security laws and regulations to organically develop security policies, requirements and/or guidelines to implement domestic and international security programs in support of transportation stakeholder/partner networks. 2. Skill in directing, planning, organizing and coordinating complex security information gathering and dissemination activities and policy development and implementation within a multi-layered and diverse organization and with external transportation partners globally. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES)/Transportation Security Executive Service (TSES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1 - COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING. ECQ 2 - DRIVING EFFICIENCY. This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - MERIT AND COMPETENCE. This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - LEADING PEOPLE. This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - ACHIEVING RESULTS. This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. NOTE: If you are a member of the SES/TSES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES/TSES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES/TSES. The Deputy Assistant Administrator for Strategy, Policy and Engagement is located in the Strategy, Policy, and Engagement Office, Transportation Security Administration, Department of Homeland Security (DHS). This position reports to the political Assistant Administrator, Strategy, Policy, and Engagement (SP&E) and serves as a key management official responsible for: Administration of the formulation and delivery of transportation security regulatory policies; Leadership of agency-wide strategic planning initiatives; Oversight of engagement and outreach with transportation industry operators; Oversight of the issuance of regulations, economic evaluations, and rulemaking; Development of national transportation security plans; and Execution of full business life cycle industry operator programs. Additional duties and responsibilities include: Leading TSA's involvement in interdepartmental and interagency planning efforts including the Quadrennial Homeland Security Review, DHS Strategic Review, National Strategy for Transportation Security, and National Strategy for Aviation Security. Coordinates program office support for these planning efforts. Ensures TSA strategic documents are informed by DHS strategy, policy, and guidance documents and addressed appropriately. Managing TSA's enterprise risk management portfolio. Provides overall leadership, vision and direction for managing TSA enterprise risk by identifying key enterprise risks; identifying top-priority, outcome based performance goals, including performance goals to minimize enterprise risks; identifying crosscutting core processes necessary to achieve goals; creating a plan to minimize agency risks, conducting frequent data-driven reviews with analysis of results; communicating results with root causes; and recommending changes to the plan for continuous performance improvement. Provides close and highly confidential policy advice to the Administrator, Deputy Administrator, and Chief of Staff, and AA SP&E, on a large and varied number of policy issues and matters in which the Administrator is involved on a day-to-day basis. Evaluates policy and independently reviews and analyzes TSA policies and programs to ensure compliance with TSA, DHS, and Administration policy and intent. Research matters and provides the Administrator with recommended policy proposals and solutions. Works with TSA executives and leaders to fully integrate functions and develop TSA-wide policies.
