The U.S. Census Bureau is seeking a highly-motivated and capable executive to serve as the Chief, Budget Division. This position is a Senior Executive Service (SES) General position. Positions in the SES are not graded. SES pay is commensurate with qualifications. SES employees are eligible for bonuses and awards based on performance. Veteran's preference is not applicable to SES.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated expert knowledge of budget formulation and execution laws, regulations, and policies within a large, complex organization, including responsibility for preparing, presenting, and defending a multi-million-dollar budget and directing effective controls over resource allocation and expenditure execution. Demonstrated experience managing and overseeing multiple funding sources, including appropriations, working capital and revolving funds, enterprise or shared-service funding, and similar mechanisms, with responsibility for resolving complex financial, audit, and compliance issues associated with those funds. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to address the ECQs. Instead, you should attach proof [e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)] of your eligibility for noncompetitive appointment to the SES.
The Chief, Budget Division is responsible for directing and leading the full range of budget operations for the U.S. Census Bureau. Major duties include: Developing and/or overseeing the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution. Ensuring development of effective, legally-compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities. Ensures that budget planning supports long- and short-term Bureau program goals and objectives. Planning, directing, and controlling the conversion of Census goals into program and project descriptions, work plans, and funding authorizations used to fund Bureau work projects. Planning and directing justification development and presentation of all official Bureau annual, supplemental, recession, deferral and reprogramming budget submissions to the Department of Commerce, Office of Management and Budget, and Congress. Travel Required: Occasional Travel Description: Travel may be required to attend or present at meetings and conferences on topics relevant to the U.S. Census Bureau's mission.
