Education Service partners with all medical center services, VHA program offices, Veterans Integrated Service Network, universities, other medical facilities, and community programs to provide quality workforce education and training to improve outcomes in Veteran clincal care, academic affiliations and health care operations and administration.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived. To qualify for the GS 1712 occupational series applicants must meet one of the following Individual Occupational Requirements. Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: Experience that demonstrated a practical knowledge of the subject areas of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include; Teaching or instructing in an adult education program, secondary school, college, military installation or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc. and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to the above IOR, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to use a wide range of developing course materials for training programs; performing program support work such as the collection, compilation, research, and/or tracking of data and program information related to different training; working collaboratively with the instructor to develop and establish the minimum standards by which education programs and/or projects will be evaluated; and preparing and delivering presentations on various topics. Preferred Experience: Master's degree or higher in education or related field. Experience/Expert knowledge of concepts, principles, and theories of instructional methods such as teaching, training, developing curricula, making presentations, or lecturing and testing- all related to training/educating adult learners. Three or more years experience of leadership and supervisory skills. Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming, and budgeting acquisition, and management process to prepare long-range (5 year) and short-range goals and outcomes. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Serves as Supervisory Education and Training Specialist for the Central Alabama Veterans Health Care System (CAVHCS), and reports to the Chief/Associate Chief of Staff (ACOS) Education service. Responsible for the administrative and supervisory functions in the Education Service and serves as the facility's Designated Learning Officer (DLO). Plans, develops, and presents training curriculum to all levels of staff. Serves as the liaison between the facility, the VISN and the VHA Institute for Learning, Education and Development (ILEAD) program. Oversees all workforce development, training, and education initiatives at CAVHCS and training programs assigned by VISN7 and VA Central Office. Provides oversight and management of programs such as new employee orientation, succession planning initiatives, organizational development coaching and mentoring, and Talent Management System (TMS). Provides guidance and advice on the implementation of education, cultural, or change programs, projects, and/or activities. Coordinates educational program, projects, and activities such as meetings, conferences, information gathering, and negotiations. Advises, counsels employees. Identifies and manages staffing needs for the service. Conducts surveys of educational training needs. Develops appropriate system and learning interventions to lead and facilitate organizational development activities. Studies organizational systems and designs. Serves as a member and attends the facility leadership council, system redesign committee, and the VISN Employee Education (ILEAD), DLO and TMS committees. Provides information concerning available training, arranges for instruction, prepares reports, and facilitates courses. Serves as a resource for information on VA scholarships, tuition assistance, student internship, and professional development programs. Provides supervisory personnel management responsibilities. Hears and resolves employee complaints. Identifies developmental needs. Approves leave. Work Schedule: Monday - Friday 8:00am-4:30pm. Work schedule subject to change based on agency needs.
