The position is in the Department of Veterans Affairs, Veterans Health Administration, Mid-Atlantic Health Care Network, Fayetteville NC VA Health Care System, Dental Services. The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, logistics, and a variety of related administrative matters in support of the Women's Health clinic.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must possess one year of specialized experience that equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing data to assess impact of actions across multiple, varied, and complex processes and systems to gauge the overall statistical and quality objectives; combing data obtained and analyzed from integrated and non-integrated databases; assessment and improvement of program effectiveness and complex management processes and systems; knowledge of a broad range of administrative directives, policies, regulations, and procedures applicable to the administration of a complex clinical support service (i.e., budget, finance, contracting and procurement, equipment property, human resource management, and facility space requirements); conducting reviews and evaluations regarding medical facility operations and activities as they relate to a logistics program; training/mentoring other staff; leading and accomplishing work through others; and/or preparing analytical compliance reporting and other written documents which clearly present facts, issues, recommendations, analysis, and actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a master's degree or equivalent graduate degree, two (2) full years of graduate level education leading to such a degree, or LL.B. or J.D. in a related field that demonstrates my ability to perform the duties of this position. As an integral member of Women's Health, providing administrative support for the Women's Health Services, typical responsibilities include: The incumbent is responsible for the coordination of the service Quality Improvement Programs including the requirements of VA Central Office (VACO), Joint Commission (JC), Office of Inspector General (OIG), and Residency Program Accreditation as they relate to service programs and provides input for a broad data base for management decisions. Coordinates Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) programs for providers in the Women's Health Service line. Provides information and participates in Annual Management Review, Management Briefings, and Personnel Management Reviews for the service, External Review responses, and other reviews as required. Assists in the development of long and short-term internal policies, goals, and objectives. Provides support and workload data for the Chief of Women's Health Service Line to assist with resource allocation, team productivity and efficiencies, and budgetary information for informed decision-making, including PACT measures. Incumbent serves as the TMS Coordinator for service and ensures that mandatory training needs are met. Provides and coordinates training and guidance in the implementation of the applicable VISTA, CPRS, and other computer systems. Responsible for developing and maintaining Women's Health Service computerized information and for providing outputs and interpretation to appropriate staff. Coordinates and provides training support to all staff as related to above programs. Coordinates fire and safety, infection control, VISTA security programs and other mandatory training needs. Develops and maintains information concerning medical record completion and collaborates with Health and Business Administration to ensure timely completion of medical records. Coordinates and provides guidance to residents and staff related to development of research proposals and presentations. Requests information and feedback on a timely basis from program areas, staff, technicians, and other Medical Center Service Lines in sufficient lead time for reviewing, compiling, correcting and preparing for required signatures for numerous recurring and non-recurring reports and reviews related to the Women's Health Service Line such as JC, Office of the Inspector General (OIG), Residency Review, Automated Management Information System (AMIS) from contacts such as congressional and special administrative requests from Medical Center Administration, VISN and VACO. Provides technical support and assistance to the service staff in conducting, gathering, and compiling materials for sources mentioned above, developing policy statements and in completing special assignments and projects. Responsible for ensuring coverage for scheduling and for coordinating scheduling of consultants, residents and fee-basis staff. Prepares resource requests to Executive Resource Board, ensuring sufficient justification and supporting documentation are provided for committee action and the director's decision. Responsible for assisting the Women's Health Service Line, in preparing resource requests to, but not limited to, Medical Executive Board (MEB), Resource Management Committee (RMC), Women's Health Committee, and Medical Records Committee (MRC), ensuring sufficient justification and supporting documentation are provided for committee action and the director's decision. Coordinates and assists with Provider training both upon hiring and with ongoing educational activities. Additionally ensures that provider information is entered correctly and current, entering information and correcting as required Work Schedule: Monday- Friday 8:00am-4:30pm Telework: This position may be authorized for telework.
