Job Description:

The Division of Administration (DA or Division) directs the innovative internal management of the Commodity Futures Trading Commission's (CFTC or Commission) business, human resources, financial, technological, security, and strategic operational resources. The Division's role is to effectively and efficiently ensure the fulfillment of the Commission's mission through continued success in continuity of operations.
CT-15 Level: To qualify for the CT-15 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-14 level). Specialized experience includes but is not limited to: • Leading enterprise‐level federal acquisition programs to provide strategic direction and ensure alignment with procurement statutes, regulations, and agency mission requirements. • Overseeing complex pre‐award or post‐award contracting actions to execute high‐value procurements that support mission‐critical operations. • Supervising and/or leading procurement or contracting staff and managing workload distribution to ensure efficient operations, effective performance, and timely execution of acquisition activities. • Developing agency procurement policies or acquisition governance processes to strengthen internal controls, improve operational efficiency, and advance acquisition modernization efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Senior Procurement Officer serves as the agency's senior acquisition official, providing strategic leadership and oversight for all procurement and contract management activities across the CFTC. This role directs the development of agency-wide procurement policies, leads complex acquisition programs, and ensures adherence to federal statutes, regulations, and sound business practices. The Senior Procurement Officer exercises a high degree of independent judgment in shaping acquisition strategy and advancing mission‐critical operations. Duties include: • Leading the development, implementation, and oversight of agency-wide procurement policies to ensure alignment with federal laws, regulations, and sound business practices. • Providing strategic direction and expert guidance on acquisition planning, contract formation, administration, and policy interpretation for complex and high‐visibility procurements. • Overseeing contract award and management activities, including market research, solicitation development, negotiation, source selection, performance oversight, and resolution of contractual matters. • Designing, delivering, and evaluating procurement training programs to ensure staff understand and apply statutory, regulatory, and policy requirements. • Developing and administering the agency's small and disadvantaged business programs, establishing program goals, providing staff training, and advancing strategies that promote full and open competition.
