Job Description:

The Administrative Officer, Neurology Clinical Care Center, VAMHCS is directly accountable to the Neurology Chief for administrative operations in support of a complex clinical center, including budgetary activities, human resource management, space planning, equipment resourcing, and management of clinical services and contracts. The Neurology Administrative Officer oversees, manages, and plans highly complex business and clinical features of the Neurology Clinical Care Center (Service),VAMHCS.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing, justifies, and manages clinical service annual operating budget and assists the Directors, Centers of Excellence with the formulation of their respective budgets. Performs a variety of studies and analyses concerning the provision of health care services to Veterans. Continually monitors and systematically analyzes performance improvement activities to identify problems and recommend corrective actions. Reviews and monitors the service's utilization of resources to ensure appropriate use of its staffing, equipment, space, and treatment modalities. Assists Neurology Chief with program planning, policy development, long-term strategic planning, setting goals and objectives for the Clinical Care Center. Neurology Administration & Program Oversight, Financial/Budget & Resource Management and Program Administration. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Providing and supervising the provision of administrative support to a program or clinical service line. Formulating a budget, hiring staff, and managing resources (equipment, supplies, office/clinical space, etc.) Applying clinical data/trend analysis for the improvement pf clinical operations Physical Requirements: Physical demands of this position are quite limited, and the work is primarily sedentary, but the incumbent must be able o function under pressure. Major Duties include but are not limited to: Assists Neurology Chief with program planning, policy development, long-term strategic planning, setting goals and objectives for the Clinical Care Center. Assists Neurology Chief and the Directors of three Centers of Excellence (Multiple Sclerosis, Epilepsy, and Headache) in the administrative management of health care delivery. Develops, justifies, and manages clinical service annual operating budget and assists the Directors, Centers of Excellence with the formulation of their respective budgets. Performs a variety of studies and analyses concerning the provision of health care services to Veterans. Continually monitors and systematically analyzes performance improvement activities to identify problems and recommend corrective actions. Provides clinical and technical advice, support, and assistance to all customers with a view towards accomplishing the work of the VAMHCS. Manages recruitment activities for the hiring of new staff. Reviews and monitors the service's utilization of resources to ensure appropriate use of its staffing, equipment, space, and treatment modalities. Reviews, monitors, and manages performance of contract personnel. Work Schedule: Monday - Friday 8:00am to 4:30pm Virtual: This is not a virtual position.
