Job Description:

The Division of Data (DoD) is headed by the Chief Data Officer and serves as the leading authority on developing, implementing, and operating the Commission's data strategies. The Division is comprised of the Data Operations and Standards Branch (DOSB) and the Enterprise Data Analytics (EDA) section. This position is in the Market Data Operations Section within the Data Operations& Standards Branch.
CT-13: To qualify for the CT-13 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-12 level). Specialized experience is defined that through which one has gained experience: Analyzing and apply knowledge of the interrelationships between data systems, or rapidly acquire such knowledge, to design and implement procedures that optimize data utility and safeguard data integrity. Delivering proven results by leveraging analytic programming languages—particularly Python—in operational or production environments to streamline processes, automate reporting, and enhance data analysis. CT-14 Level: To qualify for the CT-14 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-13 level). Specialized experience is defined that through which one has gained experience: Identifying, extracting, and integrating relevant information from multiple data sources; select optimal analytic methods; and anticipate emerging issues or future needs related to data quality and reporting compliance. Designing, deploying, and maintaining dynamic Python‐based analytic tools and automated solutions to support complex data monitoring or reporting functions and advance organizational compliance objectives.
Performs at an expert level developing reports and analytic tools to monitor and improve data quality and reporting compliance. The incumbent will often lead efforts under the direction of the Associate Director, Deputy Director or Director to identify the specific analyses needed for these reports and tools and then complete the work either independently or as part of a team. Independently analyzes the most complex and highly sophisticated data and trends, and prepares responses to data quality inquiries, presentations, and briefings for Branch and CFTC leadership to address compliance, completeness, consistency and quality of the Commission's core data collections. Analyzes participating firms' position, ownership and control data and a wide variety of swaps, futures and other derivatives data by monitoring the reports filed by exchanges, futures commission merchants (FCMs), traders, Swap Data Repository (SDR), Swap Execution Facility (SEF), and resolves reporting problems. The incumbent provides guidance and recommendations to reporting entities and market participants, CFTC staff, and the general public. Creates reports and automated procedures to monitor and ensure that reporting entities submit data accurately. He/she examines error reports, analyses discrepancies, and communicates with exchange personnel to assure the resolution of discrepancies and compliance with the Commission's regulations. Conducts data analysis to facilitate CFTC's enforcement actions including referrals to the Division of Enforcement (DOE) and trials and administrative hearings on cases involving alleged reporting violations and speculative limits. He/she explains the CFTC data collection program in support of other CFTC enforcement activities. Creates data applications and automated reports to facilitate the work performed by DOD.
