Job Description:

This position is located within the Department of Veteran Affairs Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center, Optometry Service, Salisbury, NC. The primary duties of the position include responsibility for providing and obtaining a variety of management services essential to the direction and operation of Optometry Service.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/15/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. Duties include but are not limited to: The position is responsible for the administrative management of Optometry Service (including programs based at satellite clinics) with final authority resting with the supervisor. Key functions of the position include assisting in strategic planning: creating and maintaining statistical data for decision-making purpose; develop and monitor cost effective programs; and develop methods and tools to evaluate program activities and effectiveness. Coordinates activities, performs trending and evaluative work associated with service departments. Administers space and equipment programs. Establishes Human Resources HR/ Equipment/ Space Policy for the unique and/or complex organization of the program. Position is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever increasing program demands. The position has the authority to plan for revised space assignments to investigators and to reallocate space to meet these demands. The position reviews orders to verify their need and ensures that each section receives the appropriate share of the funds available. Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions and regulations, as well as the viewpoint of the supervisor. Provides advice regarding composition of correspondence and furnishes information regarding procedures, directives, and policies to services/programs that function under the supervision of the Optometry Service Chief (or designee), as requested. Maintains confidentiality of all office matters and executes discretion in the release of all information. Administers the internal review, quality and productivity initiatives for the organization. Establishes unique or complex quality and productivity programs. The position develops interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the services' quality assurance activities. The position is for the administrative management, responsibilities will include assessing patient satisfaction, quality management, stakeholders affairs, budget control, utilization renew and short/long range planning. Manages procurement and contracting for the program which includes initiating procurement requests, preparing statements of work, serving on acquisition team, participating in source selection process, serving as a Contracting Officer Technical Representative (COTR), and/or maintaining procurement and contracting records. Initiates and prepares contract requests to secure adequate resources to facilitate line operations to include determining estimated contract costs, conducting market research and performing costs analysis for independent government estimates, providing documentation to support sole source contract requests, and communicating with contractors. Drafts and/or reviews contract requests and agreements to ensure accurate budgetary, personnel and administrative arrangements. Provides advice to management and staff on matters relating to program contracts. Exercises authorizations for obligation and expenditures of funds. Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization. Establishes procedures to meet unusual or unique standards. Position is fully aware of quality assurance aspects. Assembles and monitors current required materials to assist the supervisor in satisfying requirements. Position performs audits necessary for continued accreditation conducting the review and assembling data for approval. Position prepares all necessary documentation for accreditation process.
