MINIMUM QUALIFICATIONS: A 4-year degree in Early Childhood Education, Child Development, Elementary Education, Special Education, Social Work, Psychology, Youth Recreation, Physical Education, or related field of study and 3 years of full-time experience working with children/youth or special needs populations. OR A combination of education and experience with courses equivalent to a major in the field (24 hours) appropriate to the position, plus 3 years of full-time experience working with children/youth or special needs populations that provides knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide childcare services. Must pass pre-employment physical and annual physical thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial and annual ongoing training requirements, and required certification fees, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Serves as the Assistant Branch Head for the Family Care Branch, principal advisor to the Branch Head at MCAGCC Twentynine Palms and local liaison for the U.S. Marine Corps Mountain Warfare Training Center (MWTCC) Commander, in Bridgeport, CA, for the Child and Youth, Exceptional Family Member and School Liaison programs. Major Duties and Responsibilities Provides information, resources, direct engagement and decision-making in support of MWTCC Commander needs. Supports the MCAGCC Twentynine Palms Family Care Branch Head in program operations/management, budgeting and financial management, personnel management, policies and procedures, and compliance, among other tasks. These tasks are summarized below. Program Operations/Management Serves as recognized expert to oversee day-to-day operations of the designated programs. Implements or maintains quality assurance processes. Makes improvements, solves problems and takes corrective action when problems arise. Provides expert presentations and briefings on all aspects of the program area. Continuously assesses program operations and monitors progress toward organizational goals. Identifies problems and uses sound judgment to generate and evaluate alternatives and to make recommendations to improve programming. Organizes work, sets priorities and determines short- or long-term goals and strategies to achieve requirements. Coordinates with other organizations to accomplish goals. Determines the need for coordination of efforts and provides leadership in formulating methods to get results through cooperative efforts while monitoring coordination of conflicting or overlapping objectives. Personnel Management Supervises Child and Youth, Exceptional Family Member, and School Liaison Managers in accordance with the approved organizational structure. Supervision includes assigning and distributing work, coaching, counseling, tutoring, and mentoring employees, approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards; training employees; keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment. Must be alert to alcohol and substance misuse and take appropriate action. Budgeting Assists the Branch Head in formulating, justifying, monitoring and analyzing variance for the annual appropriated (APF) and nonappropriated (NAF) budgets. Helps to compile program statistical data for reports and data calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for MWTCC Family Care programs. Aids in developing an integrated budget, which may include preparing written analysis of budget variances as necessary and justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Assists in the oversight of the collection of accurate accounting and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of APF and NAF funds. Adheres to authorized methods of acquisition. Policies and Procedures Participates in the development and implementation of local processes and procedures to ensure efficient operation and management of Family Care programs. Keeps professionals informed on policies and procedures based on directives. Compliance Ensures compliance with all United States Marine Corps (USMC), Department of Defense, State, Federal and local instructions, standards, regulations, policies and procedures as they apply to Family Care programs. Safety Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided for employees. Comply with OSHA standards and take action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with Return to Work program initiatives and following up on employee well-being. Customer service Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Ask questions to determine, verify and solve problems. Checks for satisfaction with the quality of goods and services. Take action to solve problems quickly. Alert the higher-level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
