Job Description:
You will serve as a SUPERVISORY GENERAL ENGINEER in the ENGINEERING & PLANNING DEPARTMENT, CODE 200, in the PLANNING YARD (PY) DIVISION of PSNS and IMF.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer planning and executing projects to support the overhaul, maintenance or repair of ships or submarines for supporting effective modernization of naval vessels. You will be responsible for the supervision of up to thirty non-supervisory, professional, administrative, and clerical employees.
You will provide managerial/administrative duties associated with Branch Operations including training, Upward Mobility procedures, Equal Employment Opportunity/Affirmative Action Programs, technical/office resource needs and personnel procedures.
You will prepare recommendations for hiring promotions, transfers, recognitions, and disciplinary actions, resolve employee complaints, serve on selection panels, and advise employees on technical and personnel problems.
You will delegate authority to others but retain responsibility for actions pertaining to routine office or policy matters for the Branch.
You will ensure timely performance of a satisfactory amount and quality of work of subordinates.
You will review plans proposed by Project Coordinators, set priorities, and confirm schedules.
You will evaluate performance of subordinates and give advice or counsel or instructions to individual employees on both work and administrative matters.
You will direct the efforts of a staff of Project Coordinators and Management Assistants in ensuring the successful management of Planning Yard (PY) projects.
You will provide long-range planning to ensure accomplishment of work including projected workload, manning needs, acceptance/rejection of work, recruiting, overtime, and types/levels of skill and training, loan/borrow, and farm-out requirements.
You will function as the Planning Yard's main financial point of contact to all government and private organizations outside the department.
You will be responsible for ensuring well defined scope of work, matching funds and associated technical guidance necessary for Planning Yard technical branches to successfully accomplish each project.
You will ensure on-site engineering services are properly coordinated and managed.
