Job Description:
The position functions as an Administrative Officer within a VA organizational unit, Sterile Operation Services within SLVHCS. The employee is responsible to perform administrative functions that include budget, finance, space planning, property management, supply, and general administration management.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. To qualify based on education for this grade level you must have Successfully completed one full year of graduate level education in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Superior Academic Achievement: Completed all the requirements for a bachelor's degree in a curriculum that is qualifying (i.e. hospital administration, public health administration, or related fields such as course work in health care administration) for the position to be filled and I meet one of the following: Rank in the upper one-third of your class in the college, university or major subdivision A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. To qualify based on education for this grade level you must have Successfully completed a master's or equivalent, or 2 years of progressively higher-level education leading to such a degree, or an LL.B or J.D.in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Coordinates with the Associate Nurse Executive of the section and Human Resources Management Service regarding recruitment, credentialing, promotions and other related activities. Establishes internal procedures regarding deadlines, progress reports and directives. Manages budget formulation and execution for a changing budget of administrative expenses. Coordinates and conducts audits and inspections. Acts as the Contracting Officers Representative (COR) to manage procurement and contracting functions for the department. Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies. Advises supervisors/managers on budgetary and finance issues. Provides advice to staff on human resources needs. Executes and monitors balance of funds control points. Prepares detailed procurement requests. Prepares accurate personnel documentation and personnel actions. Recommends actions to ensure economical and efficient use of equipment and other property. Develops space requests and coordinate movement. Gathers data and analyses budget needs. Prepares, edits and archives all official correspondence requiring signature or approval. Maintains procurement and contracting records. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 7:00am-3:30pm, subject to change based on the needs of the facility.
