As a basic requirement, applicants must demonstrate at least one year of progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under the Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet this basic qualification requirement will disqualify an applicant. Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning. The best qualified candidates will be determined by assessing experience, education, awards, performance appraisals, and supervisory evaluations for this position. These will be made against the Executive Core Qualifications and other technical requirements of the position. To meet the minimum qualification requirements for this position, your 2-page resume must show possession of the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) listed below to be considered. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. 1. Demonstrated senior-level experience leading and managing one or more comprehensive administrative programs for a large organization, covering diverse program areas such as budget and finance; acquisition; human resources; security; facilities and logistics; safety and readiness lines of business. 2. Demonstrated senior-level experience leveraging complex data analysis to improve enterprise programs and operations. Demonstrated ability to provide authoritative advice and guidance to senior leaders on data and evidence-based decision making in support of agency strategic goals and performance metrics. 3. Demonstrated ability to communicate effectively orally and in writing with high level officials in Federal agencies including the highest level of organizational management, representatives of interagency groups, and audiences with diverse backgrounds and experiences. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. 1. Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. 2. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. Achieving Results- This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.

The Assistant Inspector General (AIG) for Management position is in the Office of Management (OM), Office of Inspector General (OIG), Department of Homeland Security (DHS). The Office of Management is responsible for the operation of the agency's management and administration portfolio, including the budget and finance; acquisition; human resources; security; facilities and logistics; safety and readiness lines of business. The incumbent serves as the AIG for Management (AIGM). Under the direction of, and working with, the DIG for the Executive Office (DIG/EO) of the Inspector General/Chief of Staff, the incumbent shares responsibility for planning, directing, and supervising all OM activities. In this capacity, the AIGM serves as a ''full" deputy to the DIG/EO and is responsible for providing day-to-day management and direction of senior supervisory personnel (OM Division Directors) and the day-to-day operational activities of the OM lines of business. As the Assistant Inspector General (AIG) for Management, you will be required to perform the following major duties: Overseeing the overall planning, direction, coordination and timely execution of OM strategies, as well as the day-to-day operations and activities assigned to the Office of Management. Leading, managing and supervising the day-to-day activities through subordinate division managers/supervisors who direct and supervise a staff of professional and support personnel in the conduct of management, budget, financial, personnel, acquisitions, logistics, readiness and emergency management, security, and administrative support services functions such as mail, space, procurement of materials, supplies, equipment, and accountable property. Oversees the designation of key OIG component line of business and administrative functions (e.g., Chief Security Officer, Chief Human Capital Officer, etc.), consistent with DHS Delegations, Directives and Instructions. Provides leadership, direction and resource requirement support and promotes a management climate wherein subordinates' qualifications and services are recognized and relied upon. Performs first line supervisory functions over subordinate division managers. Participates in and advises the DIG/EO in the development, planning and implementation of OIG management procedures and programs to allow the Department to effectively carry out its mission and meet national objectives. Develops and provides input to the operating budget, future year budget requests, and financial reporting, and recommends improvements for economy or efficiency of operations. Oversees new and innovative procedures, standards, guides, and conducts studies to enhance the administrative support program from both an operational and financial perspective. Provides advice and recommendations to DIG and Executive Office of the Inspector General on OIG's major operating and administrative programs, as well as organizational structure changes to effectiveness and efficiency of the OIG.
