The primary purpose of this position is to provide strategic leadership for integrating Counter-small Unmanned Aircraft Systems (C-sUAS). Unifies internal Units and external partners (including FLDLA, county emergency cells, and partner bases) to counter unauthorized UAS activity.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in independently lead, or assisted with leading a project team across organizational lines and conducting organizational program and process related studies and analysis of serviced organization(s), function(s), and work process to improve mission effectiveness, resource allocation and efficiency, functions, and work processes to improve mission effectiveness, and resource allocation; fluent is material support systems and methodology, the policies, procedures, regulations governing programs; applied analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: The ideal candidate is a strategic and analytical leader with extensive knowledge in applying evaluative techniques to resolve complex issues, with a primary focus on comprehensive emergency management. This individual possesses a master-level understanding of the agency's mission and a proven ability to apply this knowledge to enhance organizational performance and crisis response capabilities. They will have a deep understanding of performance-based logistics, acquisition, and procurement procedures as they relate to emergency preparedness and response. Furthermore, the candidate must be an exceptional communicator and leader, capable of managing diverse groups to resolve difficult situations while skillfully interpreting complex DoD regulations to establish effective operating policies for robust emergency management programs. Experience with C-sUAS integration planning is also highly desired. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing, particularly as it applies to emergency management. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance within the context of emergency management. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas, especially as they relate to emergency management preparedness and response. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations, which is critical during emergency management solutions. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues, including crisis resolution and applying lean concepts within emergency management scenarios. Ability to understand and deploy lean concepts in problem resolution. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required for effective emergency management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Serves as project lead/manager, regularly leading a variety of project team(s) across organizational lines and conducting organizational program and process related studies and analysis of serviced organizations, functions, and work processes. Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. Participates in special logistics related operation projects and initiatives and performs special assignments. Represents the organization with a variety of installation and functional area organizations.
